A name used to refer to the ruler of the eastern kingdom of Kei.

The current empress of Kei is Youko.

The empress of Kei who proceeded Youko was Joukaku. In the interim between Joukaku's demise and Youko's ascension, Joukaku's sister Joei attempted to claim the throne and establish herself as Kei-ou, despite not having been chosen by Keiki.

One of the ringleaders of the pseudo-rebellion in Kei that allowed Youko to break free from being merely a puppet empress and take the control of Kei out of the hands of the corrupt ministers.

Koshou has a younger brother, Sekki, who acts as the brains of the operation while Koshou is the brawn who inspires the men.

After Youko gains power he becomes the Daiboku.

A name used to refer to the ruler of the provincial kingdom of Kou.

Kou currently has no ruler seated on the throne. The kirin of Hou is also dead—she was killed by shitsudou. The ranka of the next kirin of Kou is growing on Mt. Hou with a nyokai watching over it, but it could be many, many years before a new Kou-ou is chosen.

The last Kou-ou was Chou.

The Lord of Baku Province in Kei. After Youko first ascends the throne her advisors sucessfully convince her that Koukan is an enemy of the kingdom.

Koukou is the ruling name of the current Sai-ou. She was given the ruling name of Koukou because she was the aunt and adoptive mother of a previous Sai-ou, Go-ou, has ruled for over a hundred years.

The kirin of Kou who served under the emperor of Kou when Youko first came to the world of the twelve kingdoms as a kaikyaku. Under the command of Kou-ou Chou, she ordered her shirei and the youma they commanded to pursue Youko.

(Anime-only character.) A man who belongs to the circus group that Youko joins after being separated from Yuka and Asano. He forcefully distrusts Youko at first.

Kouya was abandoned by his impoverished mother when he was young, and raised by a youma whom he called Ookii-no (Big One), and by whom he was called Chiisai-no (Little One).

While they were both young, Kouya encountered Rokuta. The two boys hit it off, and Kouya asked Rokuta if he knew how to get to Hourai. Kouya had heard that Hourai was a peaceful land and believed that he could find his mother there. Rokuta named him Kouya (midnight) as they had met at midnight. Kouya, not wishing to forget this name as he had long forgotten the name his mother gave him, asked Ookii-no to call him Kouya. Also not wanting to forget about Rokuta, he began to call Ookii-no Rokuta.

Still, Before long, Kouya encountered Atsuyu and was met with what appeared to be kindness. Atsuyu educated Kouya and gave him a place to live in return for his loyalty. It was in this way that Kouya became entangled in Atsuyu's attempt to overthrow Shouryuu.

After Atsuyu's demise Kouya left En and is now known as Kenroushinkun, a heavenly sage whose task it is to guard and protect the people who travel the Yellow Sea. He wears armor made of the hide of an old youma.

Kyou-ou

A name used to refer to the ruler of the provincial kingdom of Kyou.

The current empress of Kyou is Shushou, who has ruled for about eighty years. There was a gap of twenty-seven year's between Shushou's ascension to the throne and the death of the previous ruler.

The posthumous title of the ruler of Tai who proceeded Gyousou. He ruled for 124 years and given the title Kyou-ou (the Vain Emperor) for his wanton indulgence in the arts and useless things. Nevertheless, Kyou-ou was not the least foolish with regards to administration. He was a conservative ruler whose reign was strong.
