The former Provincial advisor of Baku Province in Kei, Saibou became the Marquis of Wa Province following the overthrow of Gahou and the other corrupt ministers in Kei. During the rebellion he worked for Koukan.

Mashou no Ko
A second-year student at Takasato's high school. One of the students who hangs out in the chemistry prep room. He doesn't believe that Takasato is a bad guy. The opposite really. He comes to look up to Takasato as a sort of vengeful god, telling his classmates who were injured to repent. Gotanda remarks that Sakata seems to be starting a new religion of "Takasatoism."

Once an army officer under Gyousou's command, Seirai was promoted to become Taiki's Fushou and the vice-lord of Zui Province; Taiki's province.

Higashi no Watatsumi, Nishi no Soukai
Hyouhaku
A general in the Imperial Army of En during the reign of En-ou Kyou. During Higashi no Watatsumi, Nishi no Soukai he was an imperial guard but by the time of Hyouhaku had become the Daishiba of the Summer Ministry.
Seishou is not talkative and is shocked by Shouryuu's (somewhat flamboyant) personality.

Kaze no Banri, Reimei no Sora
The boy who accompanies Suzu on her journey from Sai to Kei. He was born in Kei, but fled when Kei lost its empress. His parents were both killed, but nevertheless, Seishuu tries to follow their dream of returning to Kei when a new monarch ascended the throne he returns to Kei. Hearing about Youko's coronation, he beings the return voyage and meets Suzu.
The two don't exactly hit it off at first, but they begin to grow on one another. As the voyage goes on, it becomes painfully obvious that something is wrong with Seishuu's health. As two disembark, Suzu promises to bring Seishuu to the capital to be healed by Kei-ou Sekishi. They don't make it, however, as Seishuu is murdered in cold blood while Suzu is looking for somewhere for them to stay.

The Minister of State Affairs of the Earth Ministry of Tai. There is a rumor that he was executed by Asen. A gentle and honest man.

A legendary higher sage who served under the reign of the meikun ruler Tatsu-ou. He sealed the monkey of the suikantou (Water-forged Sword), one of the Imperial Treasures of Kei into it's sheath. Thereafter, the Suikantou became known as the Suiguutou (Water-Monkey Sword). He was nicknamed Roushou.

The daughter of Hou-ou Chuutatsu and his imperial consort, Kaka. Thirty years into Chuutatsu's reign, her parents are executed by the Lord of Baku Province, Gekkei, and his supporters for their abuse of power that led Hourin to contract shitsudou. Shoukei, however, is spared by Gekkei and sent to live at a rike in Hou.
At the rike, Shoukei is given the alias Son Gyokuyou—Gyokuyou being a common name given to girls—and left under the care of the woman Gobo who despises her for being an incompetent princess who did nothing to stop her parents from executing many citizens of Hou for petty crimes. Indeed, Shoukei had been a self-centered princess who hadn't even been aware of the suffering of the people.
One day, the people at the rike discover that she is former princess Shoukei and

A taika from Japan's feudal era by the name of Komatsu Saburou Naotaka. He is brought to the world of the twelve kingdoms by Enki Rokuta who, despite thinking that Naotaka is an optimistic idiot on the outside, sees in him the innate qualities that caused him to be recognized by Tentei as the next emperor of En. Upon ascending the throne Naotaka took on the name Shouryuu, which is a different pronunciation of the characters that form the name Naotaka.
In public he goes by the pseudonym Fuukan, and in this guise he met Youko and Rakushun.

The daughter of a rich merchant family in Renshou, the capital of Kyou. Her father is Sou Joshou and her mother is called Bashou.
By the time she is twelve she is already fed up with the situation in Kyou—the emperor has been dead for twenty-seven years and the country is going to ruin—so she decides to do something about it by aiming to ascend the throne of Kyou herself.

Sugimoto Yuka
杉本優香
Tsuki no Kage, Kage no Umi
(A main character only in the anime.) Yuka is one of Youko's classmates. She is bullied at school and is the girlfriend of Asano. When Youko is pulled into the world of the Twelve Kingdoms by Keiki, Yuka and Asano taken along for their safety at Youko's request (and Yuka's insistence), as they were near Youko when she and Keiki were attacked by youma.
Yuka is decidedly more enthusiastic than Youko about ending up in the Twelve Kingdoms, as she had always desired a life of adventure. However, she was disappointed to find that Youko was the one who belonged to the world of the Twelve Kingdoms and was destined to be someone great—not her.

A kaikyaku girl who was swept to the world of the Twelve Kingdoms by a shoku. Filled with utter despair by her inability to communicate with the people she meets, when Suzu encounters the sage Riyou she jumps at the chance to become a sennin and be able to understand people. However, she is treated harshly by her new mistress Riyou, under whom she serves for a hundred years.
When she hears that Kei has a new empress who is a kaikyaku like herself, and is the same age, Suzu desperately desires to meet her. She runs away from Riyou, and for a while finds refuge in Sai under the wing of Sai-ou Koukou, who listens to her tale of the iron grip Riyou had over her servants with some sympathy.
However, Suzu's self-pitying and childish personality is eventually clearly visible to Sai-ou, who after a while gently sends the girl on her way, hoping to encourage Suzu to grow up. Therefore Suzu continues on her journey to meet Kei-ou. She boards a ship where she meets and befriends the boy Seishuu.
They arrive together in Kei, but by the time they disembark Seishuu has become very sickly and is murdered in cold blood by a government official of Kei, Shoukou, when Seishuu is unable to immediately get out of the way of Shoukou's passing carriage. Suzu is immesurably saddened by Seishuu's death, and her desire for revenge against Shoukou entangles her in the revolutionary air that is brewing in Kei.
